لا أعرف ما سيحدث في السنوات المقبلة. لكنني لا أستطيع اليوم أن أرسم سياسة نحاول فيها منع الصين من التنمية، لأنها إن نمت يوماً، قد تصبح من الغنى ما يمكّنها من تحدينا، فتتبنى مبدأ أننا سنكبح كل دولة قد تقوى في المستقبل. وهذا سيجعلنا إمبراطورية عالمية لا نملك مواهبها ولا قناعاتها.
