المسألة الحاسمة هي أن حكومة تايوان كانت تُعدّ حكومة الصين كلها، ولم تكن سلطات بكين معترفاً بها بوصفها حكومة الصين. فكانت تايوان بذلك هي الوريثة لكل الصين.
