كان السوفسطائيون في العادة رجالاً أسفارهم كثيرة، وقد شهدوا أشكالاً متنوعة من الحكم. وكانت الأعراف والقوانين المحلية في دول المدن تختلف كثيراً. فدفعهم ذلك إلى طرح سؤال: ما الطبيعي، وما الذي صنعه المجتمع؟ وبذلك مهّدوا الطريق للنقد الاجتماعي في مدينة أثينا.
