أريد لكلّ فرد أن يحتفظ بالملكية التي اكتسبها لنفسه، وفق مبدأ: منفعة المجتمع تسبق منفعة الفرد. غير أنّ على الدولة أن تحتفظ بحقّ الإشراف، وأن يرى كلّ مالك للملكية نفسه مُكلَّفًا من الدولة. فواجبه ألّا يستخدم ملكيته ضدّ مصالح الآخرين من أبناء شعبه. وهذه هي المسألة الحاسمة. وسيظلّ الرايخ الثالث محتفظًا دائمًا بحقّ السيطرة على مالكي الملكيات.
