السلطةُ تقابل القدرةَ الإنسانية، لا على الفعل وحده، بل على الفعل المشترك مع الآخرين. فالسلطة لا تكون ملكًا لفرد قطّ؛ إنها تنتمي إلى جماعة، ولا تبقى إلا ما دامت الجماعة متماسكة. فحين نقول عن أحدهم إنه «في السلطة»، فإننا نعني أنّ عددًا من الناس قد خوّلوه أن يتصرّف باسمهم. فما إن تزول الجماعة التي نشأت عنها السلطة في الأصل... حتى تتلاشى «سلطته» هو أيضًا.
