الدولة المكلفة أكثر من طاقتها، سواء بذاتها أو بسبب تبعياتها، تنتهي في النهاية إلى الانحلال؛ فحكومتها الحرة تتحول إلى طغيان، فتُهمل المبادئ التي كان ينبغي أن تحفظها، وتنحدر أخيراً إلى الاستبداد. والسمة المميزة للجمهوريات الصغيرة هي الاستقرار، أما سمة الجمهوريات الكبيرة فهي التقلّب.
