في مجتمع حرّ تقوم حكومته على العقل، يُحتَّم ألّا يكون هناك رأيٌ موحّد في القضايا المهمة. أما الذين اعتادوا القمع والسيطرة من السلطة الحاكمة، فيرون في ذلك مفضيًا إلى الفوضى وحدها. غير أنّ حكومة الشعب تحتاج إلى اختلاف الآراء لتكتشف الحقيقة وتغتنم الفرصة التي لا يمنحها إلا الفهم.
