يقول لينين إن الاشتراكية والديمقراطية لا تنفصلان... جوهر البيريسترويكا أنها توحّد الاشتراكية بالديمقراطية، وتُحيي المفهوم اللينيني للبناء الاشتراكي نظريًا وعمليًا. نريد اشتراكية أوفر، ولذلك ديمقراطية أوفر.
