ومن المهمّ كذلك أن تحثّ عادات التفكير في بلدٍ حرّ على الحذر لدى من أُسندت إليهم إدارته، فيقصر كلٌّ منهم نفسه على حدود اختصاصه الدستوري، متجنّباً أن يتعدّى في ممارسة سلطات أحد الفروع على آخر.
