أخذ الرئيس الأمريكي يستخدم نفوذه أكثر فأكثر لخلق النزاعات، وتأجيج النزاعات القائمة، وقبل كل شيء، لمنع حلّها بالطرق السلمية. فقد ظلّ هذا الرجل لسنوات يبحث عن نزاعٍ في أي بقعة من العالم، ويفضّل أن يكون في أوروبا، ليستغلّه في خلق تشابكات سياسية تُلزم أمريكا بالتزامات اقتصادية تجاه أحد الطرفين المتنازعين، فتنجرّ أمريكا تدريجيًا إلى الصراع، وبذلك يصرف الأنظار عن سياساته الاقتصادية الداخلية المضطربة.
