الشعب الذي يعيش تحت التهديد الدائم بالحرب والغزو سهلُ الحكم للغاية؛ فهو لا يطالب بإصلاح اجتماعي، ولا يساوم على النفقات المخصصة للتسلّح والعتاد الحربي، بل يدفع دون نقاش، ويُنهك نفسه، وهذا أمرٌ حسنٌ جداً لنقابات الماليين والمصنّعين الذين تُدرّ عليهم المخاوف الوطنية أرباحاً وفيرة.
