لا تكون حرية الديمقراطية آمنة إذا تسامح الشعب مع نمو السلطة الخاصة حتى تصير أقوى من الدولة الديمقراطية نفسها. وهذا في جوهره الفاشية: أن يملك الحكومةَ فردٌ، أو جماعةٌ، أو أيُّ سلطةٍ خاصةٍ مسيطرةٍ.
