يتصرّف البشر بطرائق لاعقلانية شتّى، لكنهم جميعًا، إذا أُتيحت لهم فرصة عادلة، قادرون على اتخاذ اختيار معقول في ضوء الأدلة المتاحة. ولا يمكن للمؤسسات الديمقراطية أن تعمل إلا إذا بذل جميع المعنيين أقصى جهدهم في نشر المعرفة وتشجيع العقلانية. لكنّ الساسة والدعائيين في أقوى ديمقراطية في العالم اليوم يفضّلون إفساد الإجراءات الديمقراطية، بمخاطبة جهل الناخبين ولاعقلانيتهم تقريبًا وحدها.
