نحن اليوم في لحظة يمرّ فيها النظام الدولي بتغيّر لم نشهد مثله منذ مئات السنين. ففي بعض أنحاء العالم، تتخلّى الدولة القومية، التي قام عليها النظام الدولي القائم، عن ملامحها التقليدية كما في أوروبا، أو لم تترسّخ قط كما في الشرق الأوسط، فلم تعد العنصر الحاسم. وهكذا تشهد هذان الجزءان من العالم تكيّفاً هائلاً مع المفاهيم التقليدية.
