حين ننظر إلى المراقبة الجماعية الشاملة التي تراقب كل فرد في البلاد، أي الولايات المتحدة، نجد أنها لا تُجدي. لم تمنع الهجمات في بوسطن، تفجيرات الماراثون، حيث كنا نعرف هؤلاء الأفراد أصلًا. ولم توقف «قاذف الملابس الداخلية»، الذي وشى والده بابنه حين دخل السفارة وحذّرنا منه قبل أن يصعد إلى الطائرة. ولن توقف الهجمات القادمة أيضًا. فهي ليست برامج لحماية السلامة العامة، بل برامج تجسس، وقيمتها الوحيدة في التجسس.
