هناك فقرٌ مدقع وجريمةٌ مرتفعة، ولا بدّ أن تقرّ بأن حكم نظام كابول كان سيئاً، وأنه يفقد شرعيته الشعبية. وثمة شرطةٌ فاسدة، فضلاً عن التشرّد والبطالة. المشكلات هائلة.
