وحين تبلغ طبول الحرب ذروة حماستها، ويغلي الدم بالكراهية، ويُغلق العقل، فلن يحتاج القائد إلى انتزاع حقوق المواطنين. بل إن المواطنين، وقد ملأ الخوف قلوبهم وأعمتهم الوطنية، سيقدّمون له كلّ حقوقهم طائعين، بل وبكلّ رضا.
