على جميع الناس في المجتمع واجبٌ، علناً وفي أوقات معلومة، أن يعبدوا الكائن الأسمى، الخالق المدبّر للكون العظيم. ولا يُؤذى أيُّ رعيّةٍ ولا يُضايَق ولا يُقيَّد في شخصه أو حريّته أو ماله، بسبب عبادته لله على الوجه الذي يوافق ما يمليه عليه ضميره، أو بسبب دينه أو معتقده، ما دام لا يُخلّ بالسلم العام ولا يعوق غيره عن عبادتهم الدينية.
