من وجهة نظر الدول الضعيفة، الأفضل أن تكون هناك دول قوية كثيرة لا دولًا قليلة. فكلما تركّزت السلطة قلّت فرص الحركة، فتضيق مساحة التغيير، ومساحة الحرية لتحقيقه، حتى تصبح ضئيلة جدًّا.
