لا سبيل إلى أن تنتصر في حرب على الإرهاب أبدًا، ما دامت في أنحاء كثيرة من العالم أوضاعٌ تدفع الناس إلى اليأس: الفقر، والمرض، والجهل، وغيرها. أرجو أن نكتشف قريبًا أننا لن ننجو إلا معًا، ولن ننعم بالازدهار إلا معًا. وأظنّ أن الناس بدأوا يدركون ذلك: أنه لا يمكن أن تكون هناك جيوبٌ من الرخاء في جزءٍ من العالم، وصحارى شاسعة من الفاقة والحرمان في جزءٍ آخر، ثم تظنّ أنك تستطيع أن تبني عالمًا مستقرًا وآمنًا.
