يقوم مفهوم الديمقراطية الغربي على فكرة أنّ من يخسر في انتخابات اليوم قد يصبح الفائز في المرة القادمة. أمّا في بلد منقسم عرقيًا أو دينيًا، لا يعيش أقلّياته في سلام، فلا تستطيع الديمقراطية أن تضمن هذا التوازن الضروري على نحوٍ سليم. وحين تتسلّح كلّ جماعة عرقية، فليس غريبًا أن ينظر جزء من السكان إلى جيش الدولة الناشئة بوصفه ميليشيا أيديولوجية.
