ما نحتاج إليه هو أن نضع معايير دولية جديدة للسلوك، لا قوانين وطنية فحسب، فهذه مشكلة عالمية. لا نستطيع إصلاحها في الولايات المتحدة وحدها، لأن هناك دولاً أخرى لا تلتزم بقوانين الولايات المتحدة. يجب أن نضع معايير دولية تنصّ على ألا تُشنّ الهجمات السيبرانية إلا عند الضرورة القصوى.
