أغلب دساتير العالم وثائق تخبر فيها الحكومات الشعبَ بما له من امتيازات. أما دستورنا فوثيقة يخبر فيها «نحنُ الشعب» الحكومةَ بما يُسمح لها أن تفعله. نحن الشعبَ أحرار.
