ولأن جماعة شعوب الأرض، أضيقَ كانت أم أوسع، قد بلغت من التطور حدّاً صار معه انتهاكُ الحقوق في مكان ما يُشعَر به في العالم كله، فإنّ فكرةَ الحق الكوني ليست تصوّراً خيالياً أو متعالياً أو مبالغاً فيه. إنها تكملةٌ للمدوّنة غير المكتوبة للقانونين المدني والدولي، وهي ضروريةٌ للحقوق العامة للبشرية جمعاء، ومن ثمّ لتحقيق السلام الدائم.
