إن لم نحصل على قبول شامل للدستور، فإن احتمال استمرار العنف قائم. ولو كانت العملية شاملة، يتبنّاها الجميع ويرى كل طرف أن مصالحه محفوظة في الدستور، لكانت عاملاً جامعاً على ما أظن. ولسنا بلغنا تلك المرحلة بعد.
