جوهر الدولة الحديثة أن يتّحد الكلّي بالحرية التامة لأفرادها الخاصين وبرفاههم الخاص، فتتركّز مصالح الأسرة والمجتمع المدني في الدولة. ولا تُعدّ الدولة مفصّلةً ومنظّمةً حقاً إلا حين تبقى هاتان اللحظتان قائمتين بقوتهما.
