ليس الغرض إقامة ديمقراطيات مدّعاة، بل تشجيع الخطوات المفضية إلى إرساء حكم ديمقراطي وفق معايير كونية. ومن البيّن أن هذه رحلةٌ شاقّة لا تُقهر.
