كان تغيير الأنظمة سياسةً أمريكية في عهد إدارة كلينتون، وهي السياسة القائمة اليوم. وأنا أؤيد هذه السياسة. غير أن تغيير النظام في ذاته ليس مبرراً كافياً لخوض الحرب، ولا سيما بشكل منفرد، إلا إذا كان تغيير النظام هو السبيل الوحيد لنزع أسلحة الدمار الشامل من العراق، وفق قرار الأمم المتحدة.
