يجب أن تكون الدعاية شعبيةً إلى درجة، ومُبسّطةً إلى حدّ، أن يفهمها حتى أكثر الناس غباءً من الذين تُوجَّه إليهم. ولذلك، كلما كان عدد من سيتأثرون بها أكبر، وجب أن يكون مستواها الفكري أدنى.
