الديمقراطية هي بالضرورة استبداد، لأنها تُنشئ سلطةً تنفيذيةً تناقض الإرادة العامة؛ إذ إن كلّ فرد يستطيع أن يقرّر ضدّ من يخالفه الرأي، فإرادة الجميع ليست إذن إرادة الجميع، وهذا تناقض مع الحرية وضدّها.
