أُبلغت الدول التي دعمت الملاحة الدولية في مضيق تيران عام 1957 وما بعده بأن نعدّ إغلاق المضيق casus belli، أي سبباً للحرب. ولا شك أن هذه التحذيرات وصلت إلى القاهرة. وبات الأمر واضحاً: إن فرض ناصر الحصار، فإن الانفجار لن يكون نتيجة «سوء تقدير»، بل نتيجة استعداد واعٍ ومتعمّد للحرب.

“Our intention to regard the closing of the Straits as a casus belli was communicated...to the foreign ministers of those states which had supported international navigation in the Straits in 1957 and thereafter. There can be no doubt that these warnings reached Cairo. One thing was now clear.
