أفراد المجتمع المدني، هؤلاء هم الناس، فالجماعات المدنية هي التي يجب أن تراقب المعونات، لتضمن توجيهها إلى ما يُفترض أن تُوجَّه إليه. ولكي يتمكنوا من ذلك، يحتاجون إلى مساحة، وإلى حرية، وإلى حق التظاهر وتقديم العرائض إلى حكوماتهم. ولا يستطيعون فعل ذلك في إثيوبيا، ولا في إريتريا؛ ولهذا كنتُ أحذّر من أننا قد نكرر بعض أخطائنا القديمة.
