هناك اتفاق على أن تكون سوريا دولةً موحَّدة متماسكة، وعلى أنها ينبغي أن تكون علمانية، وعلى وجوب التصدي لتنظيم داعش، وعلى ضرورة انتقال سياسي منضبط. غير أن الخلاف واضح في ما يعنيه ذلك بالضبط، وفي النتيجة التي قد تفضي إليها هذه المساعي أو لا تفضي إليها.
