قد تُخطئ الدولة أحيانًا. وحين يقع أحد هذه الأخطاء، يلاحظ المرء تراجعًا في الحماس الجماعي، بسبب نقصانٍ كمّيّ في كلّ عنصر من العناصر المكوّنة للجماهير. يتعطّل العمل حتى ينحدر إلى مستوى تافه. وقد آن وقت التصحيح.
