هناك صراعٌ عظيمٌ صامتٌ متواصل: الصراع بين الدولة والفرد؛ بين الدولة التي تطالب، والفرد الذي يحاول التملّص من مطالبها. فالفرد، إذا تُرك وشأنه، لا يدفع الضرائب ولا يطيع القوانين ولا يذهب إلى الحرب، ما لم يكن قدّيساً أو بطلاً.
