ومع أنّ هذه السلطة تواجه مطالب أعظم موضوعياً، فإنها تعمل بوصفها رأياً عامّاً أقلّ قدرةً على منح ممارسة السلطة السياسية والاجتماعية أساساً عقلانياً، كلّما أُنتجت لغرض التصويت المجرّد الذي لا يعدو أن يكون هتافاً تأييدياً، داخل فضاءٍ عامّ مُصطنَعٍ مؤقتاً للاستعراض أو التلاعب.
