الآلية البيروقراطية المكتملة النمو تقف من سائر الأشكال التنظيمية الموقف نفسه الذي تقفه الآلة من الإنتاج غير الآلي للسلع. فالدقة، والسرعة، والوضوح، والقدرة على التوثيق، والاستمرارية، والكتمان، والوحدة، والخضوع الصارم، وتقليص الاحتكاك والنفقات المادية والشخصية، كلها من خصائص التنظيم البيروقراطي المتفرّدة.
