عرفَ تاريخُ البشريّةِ جمهورياتٍ كثيرةً قامت، وازدهرت زمنًا أطول أو أقصر، ثمّ سقطت لأنّ مواطنيها فقدوا القدرةَ على حكم أنفسهم، وبالتالي على حكم دولتهم. ولم يظهر فقدانُ هذه القدرةِ في شيءٍ بمثل ما يظهر في الميل إلى تحويل الحكومةِ إلى حكومةٍ تخدم في المقام الأول طبقةً واحدةً، بدلًا من أن تكون حكومةً لمنفعةِ الشعبِ بأكمله.
