في المجتمعات المتقدّمة قد يبلغ تركُّزُ الثروة حدًّا تُساوي فيه قوةُ العدد عند الفقراء الكثيرين قوةَ المقدرة عند الأغنياء القلائل؛ عندها يولّد هذا التوازنُ غيرُ المستقر موقفًا حرجًا، وقد واجهته التاريخ بطرق شتى: إمّا بتشريعٍ يعيد توزيع الثروة، وإمّا بثورةٍ توزّع الفقر.
