لن تحقّق ضبطَ السلاح بنزع سلاح المواطنين الملتزمين بالقانون. الطريقةُ الوحيدة لضبط السلاح حقًّا هي تجريد اللصوص والمجرمين من سلاحهم وسجنهم، وإن لم تُلقِ بالمفتاح فعلًا، فعلى الأقل أضِعْه لمدةٍ طويلة.
