أقولها بصراحة: نحن جميعًا نعلم أن إثارة عدم الاستقرار العسكري والسياسي، والنزاعات الإقليمية وغيرها، وسيلةٌ نافعة لصرف الرأي العام عن المشكلات الاجتماعية والاقتصادية المتفاقمة في بعض البلدان. ومن المؤسف أن مثل هذه المحاولات لا يمكن استبعادها.
